    Why are scrap yards continuing to buy these cats? If they stopped paying the thieves, the thieves will stop cutting off the cats.

    Because the scrap yards make money on the cats.

    Solution:

    1st offense of a scrap yard is found with catalytic converters and no corresponding vehicle on hand: $100,000 fine.

    2nd offense felony charges of grand theft, and state forfeiture of all business assets upon conviction. Imposition of a $500,000 fine. Maximum jail term is the only sentencing option.

    Give police officers a bonus for any violations they can find. Watch scrap yards and scrap metal dealers refuse to touch a catalytic converter by itself with a 10ft pole.

    That's already been happening....was a yuge problem in Manila too when I was there from 84 to 87. A monsoon would hit and flood the streets. Folks would be stupid enough to go out and then disappear into the man hole and end up into the Pasig River and out to Manila Bay and become shark bait...

    I agree with punishing the purchasers instead of the thieves. Like most things, it’s an incentive problem. The Tundra is a popular target because the cats are easily accessible. Most other pickups are also.

    Scrap yards here in Denver Metro are already surveilled big time. You have to show a photo ID to scrap any metals here....and there is a camera on you when the transaction takes place. Most of the stolen cats here are trucked out to Kali and other places where things get overlooked....

    I love it! I tried to get my exhaust shop to just straight pipe my Sequoia with flanges and no converter, so I could just put the catalytic converter‘s in for a smog check and then put the straight pipes in for daily driving. He wanted no part of that. Said he could lose his license. I can totally respect that. I’m sure I could find a shady exhaust shop, but decided to be legit.

    Yep, the same places where kids are usually "employed" and "recycle" and de-solder circuit board components to breathe in all sorts of noxious crap...using cheap lead based solder....if they are good at that then they can move up to making Nike's for 10 cents a day while breathing in glue fumes......
