I actually didn't see movement when I first installed it, but maybe it was just me and that stretch of the road was bad, I "think" I "saw" very slight movement when bumpy, so I took both off and zip tie it, never saw movement again. Depends on how bad your OCD is, and if anything like mine, just zip-tie it "AFTER" you aim it and confirm it is good.

The most difficult might be getting the wheel well piece out of the way so you can reach the original fog light, space can be tight so if you got big hands, might need to find someone with smaller hand to help.

I thought it was more so the shrouds that were not very secure that people were tying up. I know I have significant play in mine that I've been too lazy to deal with.

Will they not fit into the OEM bracket?

I haven't had OEM in years but I thought the OEM lamps came out of the brackets.

When I was researching fog light replacements years ago, it was mostly the resin bumper caps that had the vibration issues.
Not so much the chrome bumper caps..

Correct, aside from TRD PRO trim, which I believe uses BD as OE, other trims are merely plug and play (or swap and plug-in and turn-on_
The housing is the same, if you have significant play, either the light is not secure, or the whole bumper piece is somehow loose.

UPDATE: I installed these lights today and it went well and just took a bit of finagling. I took the entire mount out from the front using a couple of plastic trim tools. There are two clips one top and one bottom that hold them. The new lights come with a new plastic mount that is square. The new mount also uses two bolts and nuts on each light to attach the mount to the light. The ligths and mount pooped back in and I needed to bent the metal clips inside the bumper end up just a bit to get it to catch. My install was made a bit more difficult because I have the ecological bumper caps. They are tight and not movement and no zip ties.
