That's gonna be around the mark. 35s will be close to 2k, rims 1500, a cheapo lift installed will be at least a grand if u just do spacers and blocks but you would need rear shocks at least that's another 500 minimum.

you can get 3inches easy with fox 2.5, icons, or Kings. With 5k budget you can get anything you want but finding them is another issue.

2014 White 1794 "SnowWhite aka the Frost Queen"
Bilstein 6112/5160, 3 CB front shims, SPC UCA's, CB +3 rear Shackles, total 3/2 lift, Dif drop, CB Carrier bearing drop, Fortin Evo One remote start from Tech12volts PnP, AMP research Powersteps PnP, Vent shades, Tinted windows, Black/Red lined cupholder inserts, Proclip USA dash phone mount with Scosche Magic Mount wireless magnetic phone charger, Stock wheels/tires for now.
I rarely offroad except a little when fishing in rural places/national parks etc.
Yearly beach driving on vacation in the OBX.

Be prepared for the following changes:

Cost greater than $5k depending on what you choose and who does the work.
    Noticeably reduced turning radius.
Somewhat harsher ride from E rated tires depending on pressure you run and road conditions where you drive most often.
Significantly reduced mpg, maybe even single digits if you're unlucky like me.
Willingness to remove front airflaps, move/cut front wheel well plastic.
Possibly body mount chop depending on wheel and tire choices. (Optimal wheel is around +20 offset)
Lifts make it easier to steal your cats so may want to consider cat shielding at more cost.
Possible alignment issues begin at 3"+ lifts unless you go with new UCA's. (More cost again)
Possibly not fitting in some parking garages or being able to make turns in tight underground ones like is big cities when going to shows/games/concerts etc.
Possibly regretting not going with 6" lift to start. (Me every other day lol)

I did most of my own work and have 3" lift front - adjustable Bilstein 6112's plus 3 spacers (2 driver side to level lean, 1 passenger to get to 3"), adjustable UCA's, front dif drop.
Rear Bilstein 5160 remote resi shocks (for the look) 1.75" lift CB+3 shackles, carrier bearing drop, readjust TRD rear sway bar.
Stock 20" wheels stock tires rubbing on front skip plate (bend the edges up) 275/55/20
This took me from 14mpg city to 11.5.

Now I went to 275/65/20 E tires which are 34.2x10.8R20, but they are rubbing on front sway bar.
So, I added Spydertrax 1.25" wheel spacers and now I rub the front plastic slightly and need to move them in by redrilling mounting holes to push them forward (I hope).
This took me down to like 9mpg city.

    Shocks about $1200+/-
    UCA's about $700+/-
    CB front spacers idk $100+/-
    Diff drop under $50
    CB rear shackles $350+/-
CB carrier bearing drop under $30
    Alignment $200+/-
    Tires $1400
Spacers $320 total (front and rear)
I am around $4400 invested and I did all the suspension work myself and spacers, only paid to have tires done and alignment.
Add labor for a shop to this and you are way over $5k easy.

This is my short story, YMMV.
