Snap Clips - Please Educate Me

Puttin' on mud flaps, few holes have these 'snap clips' like shown in #5 in image attached. Do I....

- Leave those in and screw into the snap clip?
- Remove snap clip and just use regular screw/washer?
- Buy something that snaps INTO the snap clip?

For reference I'm doing the Amazon A-Premium mud flaps, not that it matters.

Okay - think I got them out so if they fit back I guess I have my answer. While I'm at it, can you buy these somewhere?

 

1 and 5 are for the mudflap to bolt to, they are not push in type fasteners, they are for putting a coarse threaded bolt into

I went and purchased some hex flange bolds and neoprene washers yada yada - did not realize I could just screw into those clip things….just sharing in case this hepps someone else out!
