License plate light dont turn on

Hey guys i just got a 2008 sc rcsb with 66k miles on it. The license plate lights aren’t turning on (neither are the fog lights), ive checked all the fuses and relays and they all checked out good. Ive also tried different license plate bulbs. I also found a cable missing a plug in the bed. And advice or insight as to what i should do next would be extremely appreciated.
