Replaced all pads and rotors today. Found after work was completed the emergency brake was not holding properly. From looking at the shoes after removing the rotor appears that shoes are non adjusting. Any tips or procedure that anyone could recommend?

You shouldn't need to adjust the cable since it was ok before the brakes were replaced. You just need to adjust the starwheel adjuster for the parking brake shoes. After the wheel has been removed you access it from the cut out holes in the face of the rotor. You just have to line up the hole with the adjuster wheel (at the bottem)and use a small flat blade screwdriver to rotate it upwards. I usually tighten till it locks the rotor from spinning then rotate the wheel down till its free again.
