    UPDATE:
Someone advised I take identical bolts down and try to cut them. That made sense to me. I had extra socket set screws ¼ stainless steel (18-8). Stainless steel may be hard, but a better test.

The #1 Pittsburgh needed a lot of force to cut a small stainless-steel bolt. I tried bigger Pittsburgh cutters and they just got too heavy to be practical

The H.K. Porter was not much better.

The DOYLE 24 in. Compound Bolt Cutter seemed the best of the ones I tried. But still, for the really limited use, cost consideration, and force needed (not as young as I used to be), I may just try a grinding wheel.

I wanted to cut some old Steel cable from a trashed Superwinch. Not sure how the grinded will work, or how the bolt cutters would have worked on the steel cable that is much thicker.

I remember using bolt cutters years ago and they went through metal like butter. Maybe I just looked at cheap cutters.
