So after reading plenty of threads, seems like the clock spring is the culprit.
Fuse is good and when test the wires going to the horn when the steering is pressed, the voltage doesnt change.
All of the other buttons on the steering wheel work fine just not the horn.
Could it be a wiring issue or the entire clocks spring itself?
wired an aftermarket horn to see if maybe it was the horn and still doesnt work.

When my horn wasn’t working I changed the clockspring. Worked again. Everything else worked just fine. Just not the horn. Sometimes if I turned the steering wheel enough I could get it to work. But end result was change clockspring and everything worked good again. Mine is a 2012. The horn went out around 70,000 miles. I’m at 87,000 mi. Now and horn still working. Good luck.

I had a similar issue. Where I had not only my Horn but also my Cruise control not working. I swapped out a cheap $13 dollar clock spring from ebay. And everything worked after replacing it. BTW they were more expensive clock springs on ebay. I got the cheapest one and it did the trick. I bet its the same one compared to the higher $ ones. So dont waste your money on the more expensive ones.

So the horn on my 2012 tundra just went. The alarm on the car still works. Is there any way to diagnose this issue as a clock spring problem before I order the part? thanks

the alarm working still is the test, and exactly what was wrong with mine. Clockspring replacement fixed it for me.
