Working to install RAS but can’t get the shackle plate to budge. Any ideas? Hammer or pry bar?

I'd try a couple of blows with a good sized hammer..
Then perhaps prying between the plate and the spring.

Maybe put the nut back on the bottom bolt and tap it thru, but you might have to drop the spare..

Got it! There is a shoulder on the bolt. I was able to get it off the shoulder with a pry bar and then enough slack to pull it all the way off.
