Hi, new member and proud new Tundra owner. Question, I was looking under the truck to see where the oil filter is located and I was surprised to see that there seems to be no cover to the oil pan other that a fiber piece that looks more like insulation than a cover and seems to me with water it will be ruined. Is my truck missing a part?
My 2007 Tundra has a metal cover...

You are not missing a part. The base part is that fiber piece you have. The off road option get you a thin metal plate and if you want a real skid plate you have to get a TRD skid plate or after market. Ridiculous to me that the off road option doesn't get you the TRD skid plate!

Would you buy a 22 if it did?

Mine has the TSS "Offroad" package ($3,900 !!), I guess I'll ask the dealership if I should have gotten at least a thin metal plate. Thanks for your response!

You shouldn't have. The TSS package is just an appearance package (boards or drop steps, nicer wheels, bed decals) but is otherwise a base SR5. The TRD Off Road will upgrade the shocks, give you a locking rear diff, crawl control, multiterrain select, boards, crappy looking wheels, and crappy looking chrome trim pieces. It does give you a skid plate, but it's ballistic nylon rather than metal. To get the aluminum TRD skid, you have to get a TRD Pro or purchase it from the dealership.

Alternatively there are other aftermarket skid-plate options starting hitting the market in addition to the aforementioned “real TRD OR skid” that comes with the Pro.

Adventure Motors and CBI off-road to name a few
