Now that I got your attention... sounds dumb I know. This has been off for over a year and I'm not sure how the corner plastic pieces are supposed to go on under the fog lamps. Can anyone snap a pic for me? It's pretty straight forward, but does the black plastic go under or over the metal tabs. And the white clip on nuts, do they clip over the metal tabs or over the black plastic?

Care to take a pic of what part you are asking about ? Your year FSM shows that area but clueless which part you're speaking of.

Close but no cigar. I'm looking at the other end. That thread shows mounting the plastic end pieces to the middle steel piece. Im looking for mounting under the fog lamps.

Plastic clips go on the tabs mounted on the bumper support, not the actual plastic guard. Grab some Over sized Diameter washers to put under the bolt heads and spread the load of the bolt when you install them into those clips. Without the washer, they have a tendency to squash the plastic and enlarge the hole in the splash guard.
