I doubt Toyota would put 4 of these on most of the 100s of 1000s of Tundras, just to hold wiring for a step.
Replacement part alone, without the welding is 53$.

Just looked only one on each side. Below front door handles. Build 4/24, crew cab with 6.5 bed.
My guess is mount points to move frame along line during assembly.
